Communications & Outreach

Purpose: Maintain transparency and ensure accessible communication of Transition Group activities and findings.

Scope:

Disseminate monthly updates to homeowners through website postings.
Coordinate community information events.
Summarize key developments from each committee.
Maintain a Transition Group contact list with appropriate privacy safeguards.
Keep records of key correspondence and findings that will be retained to support the eventual Turnover Team and homeowner run HOA board.

Legal, Contracts & Insurance

Purpose: Provide legal insight, document review, and risk management guidance to ensure the association’s legal, contractual, and insurance matters are properly executed and protective of homeowner interests.

Scope:

Review all governing documents and relevant Florida Statutes Chapter 720 provisions.
Interpret contractual language and identify gaps or developer-retained powers affecting turnover.
Collect and catalog all active HOA/developer contracts; identify those extending beyond turnover or requiring negotiation at turnover.
Review insurance policies for adequacy, continuity, and coverage transitions.
Coordinate with HOA legal counsel to ensure statutory compliance at time of turnover

Finance & Audit

Purpose: Evaluate and report on the financial condition of the community to ensure fiscal readiness for turnover.

Scope:

Review HOA budgets, financial statements, reserve studies, and developer subsidy arrangements.
Verify financial obligations and vendor contract liabilities.
Conduct analysis of receivables, payables, and deferred contributions owed by the developer at the time of turnover.
Ensure required financial and audit documentation will be transferred at time of turnover.
Assist with physical inventory of furniture and equipment.
Provide budget planning options for recommendation for the first homeowner-controlled fiscal year.

Infrastructure

Amenities, Buildings, Grounds, Safety & Security

Purpose: Assess, document, and plan for the physical condition and maintenance needs of all common area assets.

Scope:

Create and maintain a comprehensive inventory of all community assets to include amenities, buildings, roads, sidewalks, lighting, irrigation, landscaping, fencing, signage, furniture, and equipment.
Conduct inspections to identify defects.
Obtain and organize all as-built drawings, warranties, permits, and manuals.
Submit a list of unresolved defects to the Turnover Committee.
Evaluate safety and security efforts for a post-turnover environment.

HOA Management

Purpose: To evaluate and provide recommendations on HOA management services to ensure the community is operationally prepared for a smooth and effective transition to homeowner control.

Scope:

Document and evaluate the current HOA management company, including contracts, performance, service delivery, staffing structure, and job descriptions.
Assess the management company's operational processes, communication practices, and responsiveness to residents.
Identify and assess alternative HOA management companies and service models for consideration.

Community Engagement & Lifestyle Planning

Purpose: Define and collaborate with the Activities Director role on community engagement to support a successful transition to homeowner-led activities.

Scope:

Recommend community activities and resident engagement structures that support our residents, post-turnover.
Document findings and recommendations for transition to the Turnover Team and future homeowner-controlled HOA board.

Also, remember, the HOA’s responsibility covers shared spaces like streets, sidewalks, common area landscaping, the clubhouse, pools, and fitness areas, not individual home or lot issues.
